Safety Management

eControl provides a batch of integrated tools for the operation of an efficient safety management system.

IERC Initial Event Risk Classification

The forms and checklists of eControl can - provided that this is necessary on safety grounds - be supplemented by an authorised safety manager by means of an initial risk assessment (IERC).

This IERC is essentially for the assessment of hazards with regard to the operation of the airport.

Risk database Risk DB

In accordance with the provisions of national and international regulations (ICAO, EASA), eControl provides functions for the methodical identification and assessment of hazards.

The hazards identified during the hazard identification process are theoretical in nature and represent the equivalent of the hazards from the operation or the IERC.

The merging of both views results in a continuous consultation and consolidation of the risk database.

eControl provides reliable evidence of the development of the risk DB, measures introduced etc. over time.

Studies

eControl supports the safety manager in the conduct of studies as an additional needs-based measure.  The primary objective of a study is the improvement of safety through the identification of hazards and risks in the necessary depth.

In addition to a legally watertight documentation of the study procedure eControl contributes  to the quality of the study with a formally standardised process and breaks a study up into adjustable steps.

(Safety) Committees

Standard participants are defined for any number of committees, and eControl helps the (safety) manager to plan the dates of committee meetings, automatises e-mails for invitations, decision-making etc., sends them to the participants and documents the planning and results of committee meetings.

eControl therefore contributes to the distribution of tasks amongst all those involved at an airport and encourages the exchange of information.

The (safety) committee functionality can be used not only for the organisation of the "standard" committees - ramp handling, runway clearance/bad weather, obstacles/building work, runway safety or emergencies, but also for the support of any number of bodies.

Processes

eControl provides hierarchical process and system trees in several structures, which facilitate compliance with formal standards with regard to dates, responsible persons and content.  The version management of eControl facilitates the regular maintenance of the system and process descriptions.  The system and process descriptions are available in different modules for the integration of information.

Audit Management

The objective of audit management is to monitor compliance with internal or external policies with regard to process performance and to provide evidence of measures to remove deviations.

For the conduct of an increasing number of audits - predominantly in the areas of quality, safety, security and environment - eControl provides an integrated audit management module. eControl illustrates the entire audit management process and in addition monitors information from process and incident management.

The audit management module of eControl is universally designed and is suitable for

A multitude of statistics functions and reporting functions guarantees that the information of the audit module can be processed to suit any recipient.

eControl receives as standard numerous audit catalogues for ICAO, ISAGO, ISO audits etc.

Anonymous safety notices

The capture of safety-relevant notices by the employees of the airport and by third party companies is a central component of eControl.  The system provides every employee with a direct reporting path to the safety manager.  The simple reporting structure without intermediate layers guarantees that unsafe situations and incidences at the airport will not go unnoticed or be repeated until an accident ultimately ensues.  It is ensured that the safety manager deals proactively or reactively with existing safety problems.  Through the systematic capture of safety-relevant incidences eControl provides a comprehensive data basis for a realistic assessment of the current safety situation.  eControl supports the work of the safety manager through statistical evaluations, trend analyses, action management and a comprehensive, watertight online documentation of every process.

Safety indicators/ ALoS

For the assessment of safety, the users of eControl are provided with efficient safety indicators.  Definable measurement values are projected onto statistical populations such as the number of traffic units, take offs and landings, freight tonnage etc. - e.g. birdstrike every 10,000th  take off and landing.

The indicators for each time interval are automatically measured using a fixed range from a minimum acceptable safety level (Alos - Acceptable Level of Safety and an intended target.

eControl also enables the grouping of safety indicators into indicator sets, in order to be able to easily obtain summary evaluations.

An extraordinarily efficient data selection is available to the administrator, which makes available all the information stored in the system as input for indicators.

Dashboard / Key Performance Indicators (KPI)

The dashboard visualises freely definable current statistics, Key Performance Indicators (KPI), SMS activity codes in a consolidated form, and these can be used and interpreted by the authorised user without specific statistical knowledge.

Intelligent acceleration processes also make computer-intensive observations immediately available - all in accordance with optimum data protection standards.
